Is this normal that the EA Studio eas only open new orderes when a previous open order is closed?

Yes, it is. EA Studio doesn't modify positions. One strategy can open a new position only if the previous one is closed. It may not happen immediately after the close. The entry happens when the Entry Rules are satisfied.
