FSB Pro provides creative features like generating and testing strategies and exporting expert advisors. 
If you want to limit the expert work, please find a solution in the MQL forums.

I assume you want to sell expert advisors. It is your choice, of course. However, the idea of FSB Pro and EA Studio is to generate new strategies for specific settings and recent data. It is probably a better idea to provide a subscription service and to deliver new experts every week or month instead of selling a single expert.
