the default Level for these two oscillators is 0.0000. but the "critical level" for "the appropriate logic" says "minimum = -10, maximum =10". is something wrong??

It is normal: -10 < 0 < 10

don't you mean -10<0.0000<10 I've never even got to level 0.2000 for any EA

-10 and +10 are the limits within you can set the indicator Level.
You are right that the indicator value is usually a way lower than 1 so -10 and +10 are acceptable limits.
I do not understand what problem you see in this number.
