Topic: Creating an EA
I'm an experienced trader who has zero programming expertise. Could some please guide me on how to program or get someone to program an EA that would be primarily based on breaks of highs and lows of certain bars.

You only need to register a trial account to EA Studio and to use the Generator. It will create a strategy for you.

Yes, it creates such strategies. Just let it run and make sure to configure your goals before in the Acceptance Criteria + use good data.
