I think this does have potential but may require a creation of a new indicator.
Something like the moving average should not be located within the previous High to Low X bar range, where X is a value of the number of previous bars it checks.
Then have a variable controlling how many pips the "high" with can adjusted up with the default being 0.
And a similar one for the low.
