Most probably, you don't have sufficient permissions to run the script.
One possible reason is that you try to run the script as a different user.

Please see this article by Microsoft for more details: Windows cannot access the specified device, path, or file.

In Express Generator Tutorial - Part 2 I understand that I should be able to run gen.cmd from windows instead of from the command terminal.  However, when I try to do this I get the following message box (gen.cmd runs normally in command terminal):
