The expert sets the working ID numbers in MT. When you start an expert, it check if this ID is free. If the ID is set in the global variables, it must be used in a chart.

When you stop an expert, it clears its record. However, if MT4 crashes some record may remain undeleted.
The only reason to look at these records is when you try to start an expert and it reports that it is already started on another chart, but it is not true. In that case, you have to delete the corresponding record manually.
