It sounds like 2 separate strategies. Both will open 1 lot at BB Upper Band. First will close on 20 pips TP or at Lower BB.  Second will close only on Lower BB.

It means that the seconds lot is going only on loss.

For example i open 2 lots on breakout of bollinger bands high
and i want to sell 1 lot with 20 pips profit
or close both if under bollinger bands low (or 1 if the limit sell went thru)
