Is Launcher crashes or Forex Strategy Builder?
At what step shown in Launcher program crashes?
Try to delete all custom indicators from Indicators folder and try again.
Delete also all dlls from Libraries folder.
Are you administrator in the windows or some restricted user?
Is the newest FST RC works?

I have previously run earlier builds of FSB on this PC with no problem. All .NET components are upto date according to Windows Update:
