This version fixes some bugs and adds some features facilitating data import:
- Fixed a bug with updating old config file;
- Corrected class name of Vidya Moving Average custom indicator.
- Fixed a crash when large font is used on windows XP.
- Added “Open Data Directory” menu option;
- Fixed Cut Off Data Bars when there is not enough remaining bars;
- JForex Data Import works with more data formats provided from jForex;
- Added option for ignoring Saturday and Sunday bars from data files.

For the last year Greece has been trying to sell off as much state assets as possible in order to reach the goal of EUR 5bn raised by privatization. By the end of 2011 the government had only secured EUR 1.7bn. It seems that now they will be able to increase that amount with the sale of the government’s share of the Greek lottery (OPAP SA). The only problem is that they are getting a very bad deal out of it.

The Greek Lottery is one of the very few enterprises in Greece today that is making consistent profits – EUR 128 mln for Q4 2011. They are also paying a dividend and have done so for a long long time. From a business perspective there is no reason to sell the 34% share by the government. However, Greece has struggled to get other privatization deals going and the Troika is still insisting on hitting the goals set by the bailout deal. That would involve sales of the best parts of Greek assets because in time of distress, anything but top quality will be hard do sell.

It is, however, very flawed to think that getting rid of a constant stream of income (that the lottery has provided) will be anything but bad business in the long run. It might provide some much needed cash now, but in twenty years, when the new bonds start coming due, Greece would still need money and the lottery won’t be around to help. On top of that, some investors might even get an unexpected bonus on their Greek investment. It seems that before the sale could go ahead, some holders of ABS papers collateralized by lottery receivables must be paid in full.

The desperation of the Hellenic Republic has had an unexpected upside for some ABS noteholders. Those holding the notes of a securitisation backed by Greek lottery receivables will be paid in full nearly a year ahead of maturity – and will even get an extra fee if they vote in favour of allowing early redemption by an early-bird deadline.

The Greek government wants to privatise its state lottery provider, and in order to do so it needs to extract the security (the lottery receivables) from the securitisation structure. The only way to do this is to pay up.

The whole thing is an avid example of why privatization during economic and financial distress is a very bad deal for the government and will not help ease the debt burden in the long run. Not to mention that during recessions and high unemployment, lotteries usually pocket their biggest profits.

With the weather warming up, protest season in Greece will open again and with an election coming up, we might see some backlash against the harsh austerity that will make some German leaders very angry.
